How Vladislav Surkov's wife Natalya Dubovitskaya has fun. Childhood and education of Vladislav Surkov
Surkov Vladislav Yuryevich (originally Dudayev Aslanbek Andarbekovich) – assistant to the President of the Russian Federation, former first deputy chairman of the board of CB Alfa Bank, chairman of the board of directors of AK Transnefteproduct, head of the government apparatus, deputy prime minister. He was responsible for relations with the courts, religious organizations, the prosecutor's office, supervised justice, statistical authorities, and the media.

He ended up in the administration of the head of the country during the years Boris Yeltsin was in office, after which he was able to remain in power and improve his rating. Among his political projects are the election bloc “Unity” and “Motherland”. He is the author of the United Russia party, A Just Russia, and a supporter of “sovereign democracy”.

Experts, analysts, and politicians have conflicting assessments of the consequences of Surkov’s activities. Some consider him a brilliant political strategist, a creatively gifted person with a penchant for aestheticism, while others consider him an eminence grise, a cynical manipulator who destroyed democracy in the country.

Childhood and education of Vladislav Surkov

The future high-ranking statesman was born in Duba-Yurt, Chechen-Ingush Autonomous Soviet Socialist Republic, into a family of rural intellectuals. Mom, Zoya Antonovna Surkova, read literature at school, having studied at the Lipetsk Pedagogical Institute, dad, Andarbek Danilbekovich Dudayev, was a primary school teacher. He subsequently changed his name to Yuri.

In 1967, the family moved to the capital of Chechnya, the city of Grozny, and the father went to Leningrad to enter a military school. Later he served in the Main Intelligence Directorate (GRU) of the General Staff of the country's Armed Forces. Yuri Dudayev never returned home.

In 1969, when the family finally broke up, Vladislav’s (then Aslanbek’s) mother left the Chechen Republic with him.

Surkov received his secondary education in Skopin, in the Ryazan region. In 1981 he entered the Moscow Institute of Steel and Alloys, where he studied for about two semesters. Leading a riotous lifestyle, he was nominated for expulsion, but left his studies voluntarily. The following year he was drafted into the army and served for two years in the Hungarian town of Mor in the GRU.

Having retired to the reserve, the future politician made a second attempt to become a university student and entered the alma mater of domestic informals - the Moscow Institute of Culture, but again left his studies after about a year.

Surkov received his higher economic education only in the 1990s, at the capital’s International University.

The beginning of the career of Vladislav Surkov

Sports contributed to the successful start of Surkov’s career. He trained with stuntman Tadeusz Kasyanov, and Mikhail Khodorkovsky, who headed the Center for Intersectoral Scientific and Technical Programs of the Youth Initiative Foundation, also attended the training of the famous karateka. In 1987, Vladislav first became his security guard, and later headed the advertising department of the NTTM Center.

Those around him (for example, Leonid Borisovich Nevzlin) characterized Surkov as a thinking, collected and creative young man. In 1988, he headed the Metapress Market Communications Agency, and in 1992 he became the head of the domestic association of advertisers, designed to dictate the rules of the game in the Russian advertising market. Until 1996, Vladislav Surkov held various positions in Menatep companies, managing advertising activities.

In 1996-1997, Surkov rose to the rank of vice president of Rosprom CJSC. Then he left Menatep to join competitors at Alfa Bank (allegedly due to Khodorkovsky’s refusal to make him a partner).

Vladislav Surkov - Who is he?

In 1998-1999, Vladislav received the position of first deputy general director of ORT OJSC for PR. He was recommended for this post by Boris Berezovsky.

The media noted that Surkov was smart, knew how to behave modestly with management, hiding the manifestation of his enormous ambitions, but was harsh towards his subordinates. In his new position, he made many useful contacts, in particular with Alexander Voloshin.

Vladislav Surkov in civil service

In 1999, Surkov transitioned to civil service. At first, he performed the duties of an assistant, and later - deputy head of the presidential administration of the Russian Federation (which was headed by Alexander Voloshin) - assistant to the president of the country.

From 2008 to 2011 - first deputy head of the presidential administration. In 2011 he took the position of Deputy Prime Minister, and from the following year - Deputy Chairman of the Government of the Russian Federation.

Personal life of Vladislav Surkov

The first wife of a government official, Yulia Petrovna Vishnevskaya, is an art critic. They met in their youth and quickly registered their relationship. Vladislav adopted Artem, Yulia's son from his first marriage; The couple had no children together.

Over time, the couple began to spend more time separately. His wife opened a Museum of unique dolls, which she collected all her life, and then moved to London. Now she lives permanently in the capital of Great Britain.

Vladislav met his second wife Natalya Dubovitskaya while working at the Menatep company, where until 1998 she was his personal secretary. After that, she headed the interior design company “Workshop of Elegant Solutions 21st Century”. She currently holds the position of Deputy General Director for PR at the RKP Group of Industrial Enterprises.

In his second marriage, the politician had three children: the eldest son Roman was born in 2002, two years later his daughter Maria was born, and already in 2010 the wife gave the politician another son, Timur.

Vladislav Surkov does not advertise his personal life, but his wife often attends social events and posts family photos on social networks. A happy family life can also be judged by photographs of his son Roman, who often posts photos on Instagram.

The politician knows English perfectly and is engaged in literary and musical creativity. He has state awards, including the Order of Merit for the Fatherland, III degree and Alexander Nevsky, P.A. Stolypin medal. II degree.

Vladislav Surkov now

In 2013, the President of Russia pointed out shortcomings in the activities of the highest executive body of the state, saying that the government had not fulfilled even half of its instructions. At that moment, Surkov expressed an objection to the head of the country on this issue, which, according to some analysts, was the reason for his resignation immediately after the televised debate with the reason “of his own free will.” Vladislav Surkov and Ramzan Kadyrov

The former head of the SBU, Valentin Nalyvaichenko, stated the alleged involvement of the Russian side in the person of Surkov in the events of the Euromaidan, and also reported that Surkov was the coordinator of the actions of the armed formations of the self-proclaimed DPR and LPR.

Political scientists and experts note the strengthening of the positions of the majority of the national leader’s assistants in the ranking of the country’s leading politicians (Anton Vaino – on 16th line, Evgeny Shkolov – on 50th). And only Surkov’s place is significantly weakened. He ended up in 62nd position.

In March 2014, sanctions were imposed against Vladislav Yuryevich by the United States of America, Australia, and the European Union, as one of the main Russian civil servants in power responsible for the gross violation of the territorial integrity and sovereignty of Ukraine.

According to various sources, Vladislav Yuryevich came to Donetsk in the summer of 2015, where he allegedly lobbied for the interests of VTB Bank. In addition, despite the prohibitory sanctions, he tried to travel to Bulgaria. As a result, he was allegedly expelled from the Republic and banned from entering the eurozone countries for life.

As the wife of Vladislav Surkov, Natalia Dubovitskaya received ownership of a river, the property of a center for the protection of the disabled, and flew with her friends on a helicopter to pick mushrooms in the Tver region and on a private plane to Dubai. These and other cases of the wife of the assistant to the President of the Russian Federation  —  in the March 8 investigation of the LRC.

"Swan Lake"

Presidential aide Vladislav Surkov and Natalia Dubovitskaya live 12 km from Moscow along the Minsk Highway near the village of Borodki. In the elite village of Gribovo on Swan Lake Street in two houses (598 sq.m. and 762 sq.m.) on five hectares with a forest and a man-made pond measuring 4.2 hectares. They are separated from their neighbors by their own entrance with a security house (176.8 sq.m.). To isolate themselves completely, in 2013 the couple purchased a plot of 1,854 square meters, which was intended for the construction of a road, and installed a barrier.

Surkov’s neighbors, it must be said, are very difficult. The founders of the non-profit partnership “Swan Lake”, which unites neighbors on the street of the same name, are ex-speaker of the Federation Council Vladimir Shumeiko, the first wife of the first and last vice-president of Russia Alexander Rutsky Nelli, businessman Vasily Znamensky, businesswoman Yulia Belakhova (Pelmeshka chain) and two former top managers of Lukoil-Neftekhim, Alexey Smirnov and Alexander Natanovich Rappoport. Alexander Rappoport was born in the Lugansk region in 1971, where Andrei Natanovich Rappoport received his passport in 1979, and until 2016 he headed the Moscow School of Management Skolkovo. The press service of the Moscow School of Management Skolkovo claims that they are not relatives. The curator of the project to build the Skolkovo innovation center next to the business school was Vladislav Surkov for a long time.

Residents of Swan Lake and adjacent territories also include another presidential aide Igor Levitin, lawyer Anatoly Kucherena, billionaire Andrei Melnichenko, the new owner of Yves Saint Laurent's house in Normandy Siman Povarenkin (co-owner of Shokoladnitsa and gold mines in Armenia and Georgia) and half-brother of the former first lady of Ukraine Lyudmila Kuchma, Yuri Tumanov. Since 1997, Tumanov has been the chairman of the board of directors of the largest mobile operator in Ukraine, Kyivstar. In 2005, he profitably sold the Ukrainian share of the company to the Russian Alfa Group. Before Tumanov, the site was owned by a refugee from western Ukraine and now a resident of Chicago, 67-year-old Al Dolgonos, who in the 2000s, together with his fellow countryman Leon Dickopf, made a fortune in the alcohol trade in Moscow.

Girls and thieves

In March 2004, Vladislav Surkov became deputy head of the presidential administration, and five months later, the daughter of a policeman and housewife, Natalia Dubovitskaya, purchased property in Gribovo. At the same time, she joined the management of Novlyansky Starch Plant OJSC, Aston Starch Products LLC, Placement Investments LLC and R-Syndicate LLC (at the moment Dubovitskaya no longer manages these structures).

Numerous friends of the hostess and admirers of her husband’s talents flocked to the Surkovs’ house. Gradually, Swan Lake became a venue for prestigious parties.

Top row (from left to right): Inna Malikova, Oksana Ozhelskaya and three guests. Bottom row: Miroslava Duma, Natalia Dubovitskaya, Dina Khabirova, two guests, Svetlana Bondarchuk. Photo: Facebook

The composition of the closed club changed over the years, but its constants remained: the wife of ex-Minister of Communications Leonid Reiman Olga (president of the charitable foundation “Who if not me?”), mother of two children of the head of Alfa Group Mikhail Fridman Oksana Ozhelskaya, chief Russia Today editor Margarita Simonyan, mother of Anatoly Kucherena's two children Olga Maidan, socialite Miroslava Duma, restaurateur Dina Khabirova, former instructor of the Ezhvinsky district committee of the Komsomol of Syktyvkar Elena Menshikova (now introducing herself as a volunteer of the Sofia charity foundation), sportswear seller Irina May, sister singer Dmitry Malikov Inna and A-Studio vocalist Katie Topuria, whose father, thief in law Andro Sanodze, died of an overdose in a colony in 2010.

A few years ago, Topuria was brought to the Surkovs by another regular participant in the gatherings - opera singer and ex-State Duma deputy from United Russia Maria Maksakova-Igenbergs, who at that time lived with the influential thief in law Vladimir Tyurin, nicknamed Tyurik (Tyurik was put on the international wanted list, Spain is seeking his extradition).

Now the diva, together with her new husband, former communist deputy Denis Voronenkov, who was recently put on the federal wanted list, is hiding in Ukraine.

The LRC correspondent contacted one of the regular participants in the Surkovs’ bachelorette parties, and she secretly reported that among themselves they jokingly called Maksakova Masha the Poor-Bearer:

First there was a long-term story with Tyurik, whom the Spaniards are still looking for. After Tyurik, pawnshop owner Jamil Aliyev appeared and started having problems with his business. Now a criminal case has been opened against Denis Voronenkov. Before they had time to get married, they had to flee to Ukraine.

Judging by the photographs on Facebook, sometimes the girls were joined by the co-chairman of the central headquarters of the All-Russian Popular Front Stanislav Govorukhin, director Fyodor Bondarchuk, Natasha Koroleva with Tarzan and Alexander Buinov, and Vladimir Vinokur entertained everyone with anecdotes.

Ends in the river

In addition to feasts, the entertainment program of Surkov’s wife’s club includes boating on the dammed Likova River. The river serves as the dividing line between “Swan Lake” and the rest of Gribovo. The final destination for the Likova River is the large water artery Dunno.

The Odintsovo district invested 50 million rubles in the construction of treatment facilities and a dam to dam this river and create a forest lake. According to local residents, the main enthusiast of its expansion was the founder of the Swan Lake NP, Nelly Rutskaya: “She constantly told them (the Odintsovo administration) that the village was called “Swan Lake”, and instead of swans, sewage flows there,” the owner told the LRC correspondent one of the mansions.

Then miracles began: according to Rosreestr, on February 20, 2013, co-founder of the Swan Lake NP Alexander Rappoport became the owner of half of the dam on the saved Likova River with an area of 21,048 square meters. And two months later, Dubovitskaya turned out to be the owner of the other half of the reservoir with an area of 21,049 sq.m. Moreover, in the documents the river is designated as a land plot “for housing construction and recreational purposes.”

On this “land plot” there is half of the Dubovitskaya dam

We were unable to find out how the purchase of a river is consistent with the Water Code of the Russian Federation, where such transactions are expressly prohibited. But Mikhail Trishin, deputy of the three-mandate district No. 3 of the urban-type settlement “Lesnoy Gorodok” in the Odintsovo district, told the TsUR how the reservoir passed into private hands: “Of course, all this is not entirely legal, but Surkov resolved all the issues with the regional government. You see, literally everyone was involved, and there was a special government meeting. I went with Surkov then to Governor Gromov, and at the same time Kucheren’s lawyer made a request.”

Dammed Likova River. Photo: CIAN

According to deputy Trishin, all the surrounding land, including the Surkovs’ personal pond, previously belonged to the All-Russian Research Institute for Selection and Seed Production of Vegetable Crops (VNIISSOK) and legumes and onions were grown on it.

In the mid-90s, the director of the institute, academician Viktor Pivovarov, decided to engage in housing construction and for this purpose took out multimillion-dollar loans from three banks. However, the hired workers stole construction materials, tools and equipment, setting up a sales point right nearby on the Minsk Highway. Construction has stopped. Bankers frequented VNIISSOK with financial claims against the academician. A showdown began with the participation of FSB special forces and the Solntsevo lads. And soon two fixers appeared in Pivovarov’s office - Timur Klinovsky and Alexander Kozyrev.

They paid off all debts to banks, and in return received 400 hectares of institute land,” said deputy Trishin. - If it weren’t for the construction problems, the land under Swan Lake and the Likova River would never have ended up in private hands.

It must be added that the “white knight” Timur Klinovsky is a well-known personality in the Moscow region. He was involved in many land transactions in prestigious areas of the region. Some of them even caused social tension in the form of rallies under the slogans “Klinovsky! Return the stolen lands to the peasants!”

Disabled area

Let the people rally behind the fence, and we will return to the Surkov estate, where guests, tired of water attractions, dress up in costumes from the era of Marie Antoinette.

There is enough space in the estate to feel like maids of honor, pose for photographers in the open air and ride in Catherine’s carriages. In addition to the pond, five more land plots with a total area of 28,293 sq.m. are registered on Dubovitskaya. Particularly interesting is the plot of land with an area of 9000 sq.m., according to documents located at the address: Odintsovo district, Borodki village, Center for Social Protection of Disabled Persons LLP.

According to the Spark database, the Center for Social Protection of Disabled Persons LLP was registered in 1994 in Moscow on Vorontsovskaya Street, 23. In the documents of the Federal Tax Service, this two-story building has repeatedly appeared as a place of mass registration of fly-by-night companies. In total, 2937 offices were registered in it. In the early 2000s, the famous pimp Valya-Spitsa had her own office on the second floor of the “rubber” building and took orders from clients. Now the entire building is rented by OJSC Scientific and Production Enterprise Granit Center, which provides services of a different nature - information - for the Moscow government and the Ministry of Defense.

The administration of the Odintsovo district had not heard of any center for the disabled, but deputy Trishin said that this plot of land was also sold for VNIISSOK’s debts to the banks. Timur Klinovsky also appeared in the deal. So that the inspection authorities would not have any questions, a center for the disabled appeared on paper.

Among the disabled, among the first in need of protection, were the mother and mother-in-law of the current presidential plenipotentiary in the Volga Federal District Mikhail Babich, the savior of the river Nelly Rutskaya, Natalya Rappoport, whose husband sold the reservoir to Dubovitskaya, as well as former employee of Alfa Development Sergei Arnautov and a certain Muscovite Irina Levitina.

In March 2005, according to Rosreestr, the only disabled person left was Natalia Dubovitskaya, who bought 9,000 sq.m. from the previous owners.

Mushroom picking by helicopter

The geography of hen parties is not limited to the Surkovs' estates. Club retreats are often held abroad. For example, a company headed by its permanent chairman flew to the United Arab Emirates on a private plane. According to private carrier Business Jets, a round-trip flight for a group of 8-10 people costs from $53 thousand (on a ten-year-old aircraft) to $100 thousand (on a new board). It’s unlikely that the friends saved money on the plane, since they didn’t skimp on the hotel - One&Only The Palm in Dubai (room price per day is $2.5-3.5 thousand).

On a private jet on the way to Dubai. Photo: Facebook

On one of the trips to the Emirates, the Russian women were accompanied by the manager of the large international real estate agency Knight Frank, Italian Roberta Pat. She visited with them on the island of St. Bartholomew in the Caribbean Sea. Along with real estate in the UAE, Monaco, Switzerland, and Singapore, her company’s portfolio includes five mansions next to Swan Lake, costing from $2.5 million.

The previously mentioned volunteer of the Sofia charity foundation, Elena Menshikova, posted on VKontakte a meeting of the club in 2013 at the French ski resort of Megeve, where royalty like to stay. The same volunteer account contains several photographs from the ice cave of Chamonix and uncorked pink Dom Perignon champagne (price in France from €160, in Russia from 30 thousand rubles), which was greeted to the Swan Lake regulars who came down from the mountains.

There is also entertainment in Russia: in Zalesye, Tver Region, the entire company flies by helicopter every year to the hunting farm of the head of Alfa Bank, Peter Aven, to catch chanterelles (mushrooms do not grow in Gribovo). Waiting for them at the scene are Hummers and one of several existing Shaman all-terrain vehicles worth 5.9 million rubles.

In Zalesye on a mushroom hunt. Photo: VKontakte

Previously, the hunting land belonged to OJSC Tverkhimvolokno, but after the bankruptcy of the enterprise, Alfa Bank became the owner. The organization of hunting for VIPs is directly handled by the general director of Zalesye LLC, Vladimir Smirnov. In “Spark” you can find out that LLC “Zalesye” with an authorized capital of 15 million rubles is a structural division of the bank, and in 2015 the revenue amounted to 24,208 rubles. LRC sent an official request to Alfa Bank about who paid for the helicopter, SUV rental and guide services, but there has been no response for more than a week.

By the way, a basket of chanterelles in the capital’s markets during the season costs 700 rubles.

Journalists from Moskovsky Komsomolets conducted their own investigation following the publication of the Open Russia Foundation about the possessions of a Kremlin official in the village of Gribovo near Moscow

On March 8, 2017, the Open Russia Foundation of the oligarch Mikhail Khodorkovsky, twice convicted in Russia, published a so-called investigation dedicated to the wife of the assistant to the President of the Russian Federation Vladislav Surkov, Natalya Dubovitskaya, their life in a village near Moscow, and how Natalya Dubovitskaya spends her leisure time.

We decided to look into the details of the investigation. So, Surkov’s family really lives in the village of Gribovo, Moscow region. This is no secret to anyone. The authors of the investigation present as the results of the investigation, which is already open information and is posted on the website kremlin.ru. All information is indicated in the official’s declaration. By and large, the reliable facts of the “investigation” end there.

The authors of the investigation publish a photograph of the “possession” of Surkov and Dubovitskaya. As our correspondents learned, in the photograph from the Open Russia website there is indeed a house in the village of Gribovo, only it belongs to the ex-speaker of the Federation Council Vladimir Shumeiko.

One of Surkov’s neighbors is indeed Alexander Natanovich Rappoport, his brother headed the Skolkovo management school. Only the school and the Skolkovo innovation center, which Surkov supervised, have nothing to do with each other. These are two different projects that are located next door.

As for the people who are written about in the investigation and about the guests visiting the house of Surkov and Dubovitskaya. Natalya Dubovitskaya is indeed a frequent guest at various social events. Like any person, she is invited to birthdays and concerts. It neither owns nor has any permanent use of helicopters or airplanes. And if her friends, many of whom are wives of large businessmen, have the opportunity to use such vehicles and invite their friends, then what is reprehensible about this? Well, at some private party Dubovitskaya met the singer Topuria, whose father had problems with the law. The authors did not even bother to check the fact that in the numerous photographs presented on the site, there is not a single one from the house of Surkov and Dubovitskaya. For example, a photograph with Buinov was taken in the house of singer Stas Mikhailov, and Natalya Dubovitskaya is not in it.

“In addition to feasts, the entertainment program of Surkov’s wife’s club includes boating on the dammed Likova River. The river serves as the dividing line between “Swan Lake” and the rest of Gribov. The final destination for the Likova River is the large water artery Dunno. Odintsovo district invested 50 million rubles in the construction of treatment facilities and a dam to dam this river and create a forest lake,” write the authors of the investigation.

It is not clear why the investigators got the idea that Dubovitskaya rides boats on the Likova River, although there is nothing inappropriate about it. Nevertheless, the river does not serve as a dividing line between “Swan Lake” and the rest of Gribov, since it passes 500 meters from the supposed “forest lake”. We made an official request to the administration of the Odintsovo district and received an answer (available to the editors) that on the territory of the land plot 50:20:0070229:800, which is written about in the material, there is an artificially created reservoir that does not have a water protection zone, used in that including for fire fighting. This reservoir is not listed in the register of water bodies and is located at a distance of more than 500 meters from the Likova River.

As for the construction of treatment facilities and a dam, in which the district invested 50 million rubles “to dam the river and create a forest lake,” here too facts are mixed with fiction. The Odintsovo district actually built treatment facilities worth about 50 million rubles, but these facilities were built as planned, not on the territory of the village and belong to the district. This was necessary due to the fact that several residential areas “Dauville” and “Hussar Ballad” were put into operation northeast of Gribov, apartment buildings and a large industrial zone were built. As for the dam, neither the district nor the residents built it. It has stood there since the 30s of the last century.

It turns out to be another lie. No one built any dam to dam anything.

A resident of the village of Lesnoy Gorodok, pensioner Valentina Perepelitsina, says that children and men from neighboring villages fish and spend their leisure time on the river. The entire district has long been waiting for the construction of treatment facilities, since after the massive settlement of high-rise buildings, sewage from these houses flowed into their summer cottages.

The authors of the investigation continue: “Then miracles began: according to Rosreestr, on February 20, 2013, the owner of half of the dam on the saved Likova River with an area of 21,048 square meters. m became the co-founder of the Swan Lake NP Alexander Rappoport. And two months later, she became the owner of the other half of the reservoir with an area of 21,049 square meters. m turned out to be Dubovitskaya. Moreover, in the documents the river is designated as a land plot “for housing construction and recreational purposes.” We were unable to find out how the purchase of a river is consistent with the Water Code of the Russian Federation, where such transactions are expressly prohibited. But the deputy of the three-mandate district No. 3 of the urban-type village of Lesnoy Gorodok, Odintsovo district, Mikhail Trishin told the TsUR how the reservoir passed into private hands: “Of course, all this is not entirely legal, but Surkov resolved all the issues with the regional government. You see, literally everyone was involved, and there was a special government meeting. I went with Surkov then to Governor Gromov, and at the same time Kucheren’s lawyer made a request.”

Judging by photographs from social networks, sometimes the girls were joined by the co-chairman of the central headquarters of the All-Russian Popular Front Stanislav Govorukhin, director Fyodor Bondarchuk, Natasha Koroleva with Tarzan and Alexander Buinov, and Vladimir Vinokur entertained everyone with anecdotes

“Let's start with the fact that I never went with Surkov to Governor Gromov. I have never met Surkov, and I do not know whether Surkov resolved any issues with the regional government or did not resolve them. Traveling to the governor with a big Kremlin official is not my level. The reservoir has never passed into private hands. The reservoir never belonged to VNIISSOK for one simple reason - it appeared there after private owners bought the land. And this reservoir is artificial, water was simply poured into a ravine, there are thousands of them in holiday villages throughout the Moscow region. It is not regulated and, accordingly, does not violate the Water Code,” Trishin said in a statement.

We contacted lawyer Natalia Salnikova from the Moscow Bar Association “Sworn Attorney” to find out how Rappoport and Dubovitskaya could become the owners of the dam. “Plot 50:20:0070229:800 currently actually belongs to N.V. Dubovitskaya (which is also indicated in Surkov’s declaration). Purchased on the basis of a purchase and sale agreement dated February 25, 2013 from A.N. Rappoport. The type of permitted use of this land plot is “for housing construction and recreational purposes.” As for the “dam”, such objects as “dam” are not listed in the Water Code. Natural bodies of water such as rivers, lakes or waterfalls cannot be purchased or sold. We are talking about a site where an artificial reservoir has been created. Accordingly, it is not regulated in any way by the Water Code and cannot violate it. “Judging by the documents and photographs, no river flows through the plots of Ms. Dubovitskaya, Rappoport and other residents of the village,” Salnikova added.

Then the authors of the investigation begin to fantasize again: “In the mid-90s, the director of the institute, academician Viktor Pivovarov, decided to engage in housing construction and for these purposes took out multimillion-dollar loans from three banks. However, the hired workers stole construction materials, tools and equipment, setting up a sales point right nearby - on the Minsk highway.

“If it weren’t for the construction problems, the land under Swan Lake and the Likova River would never have ended up in private hands,” the investigation materials say.

We also contacted Academician Pivovarov, director of VNIISSOK.

Most of the material presented in the article is fiction and lies. Firstly, it says that we took out multimillion-dollar loans to build housing. But they don’t issue loans to budget-funded scientific organizations; we couldn’t take them, so we didn’t take loans. This can be checked in the accounting department. Secondly, if we didn’t take out loans, then what kind of showdown do we have with the bank? Moreover, some kind of showdown with the FSB, with some bandits. “Nothing happened,” says Pivovarov.

He noted that the information about the alleged purchase of agricultural equipment with loan funds is also untrue, since the institute did not have money to purchase the equipment. Pivovarov emphasized that VNIISSOK has never built any facilities.

Allegedly, we sold or transferred the land to someone,” continues Pivovarov. - We cannot dispose of the land, since the institute is not the owner of the land. The owner of the land is the Federal Property Management Agency. When preparing this material, no one contacted us at the institute or personally to me,” said Pivovarov.

It turns out that Open Russia is openly fabricating materials, mixing truth, half-truths and outright lies in order to discredit Surkov and his wife personally, while slandering many other people mentioned in its “pseudo-investigation.” It is obvious that the investigation is a poorly concocted hack, which turned out to be simply unsubstantiated and idle gossip.

Fedor Nikolaev

Natalia Dubovitskaya received ownership of a river, the property of a center for the protection of disabled people, and flew with her friends on a helicopter to pick mushrooms in the Tver region and on a private plane to Dubai. These and other cases of the wife of the assistant to the President of the Russian Federation are in the March 8 investigation of the TsUR.

"Swan Lake"

In the elite village of Gribovo on Swan Lake street in two houses (598 sq.m. and 762 sq.m.) on five hectares with a forest and a man-made pond measuring 4.2 hectares. Houses on Swan Lake Street in Gribovo are sold from $0.98 million (500 sq.m. with a plot of 11 acres) to $8 million (1000 sq.m. with a plot of 47 acres).

Surkov’s neighbors, it must be said, are very difficult. The founders of the non-profit partnership “Swan Lake”, which unites neighbors on the street of the same name, are ex-speaker of the Federation Council Vladimir Shumeiko, the first wife of the first and last vice-president of Russia Alexandra Rutskogo Nelly, businessman Vasily Znamensky, businesswoman Yulia Belakhova (Pelmeshka chain) and two former top managers of Lukoil-Neftekhim Alexey Smirnov and Alexander Rappoport (his older brother Andrey last year he headed the Moscow School of Management "Skolkovo", the curator of the Skolkovo project, as you know, for many years was Vladislav Surkov).

Residents of Swan Lake and adjacent territories are also another presidential aide Igor Levitin, advocate Anatoly Kucherena, billionaire Andrey Melnichenko, the new owner of the Yves Saint Laurent house in Normandy, Siman Povarenkin (co-owner of the Chocolate House and gold mines in Armenia and Georgia) and the half-brother of the former first lady of Ukraine Lyudmila Kuchma, Yuri Tumanov.

The composition of the closed club changed over the years, but its constants remained: the wife of the ex-Minister of Communications Leonid Reiman Olga (president of the charity foundation “Who else if not me?”), mother of two children of the head of Alfa Group Mikhail Fridman Oksana Ozhelskaya, editor-in-chief of Russia Today Margarita Simonyan, mother of two children of Anatoly Kucherena Olga Maidan, socialite Miroslava Duma, restaurateur Dina Khabirova, former instructor of the Ezhvinsky district committee of the Komsomol of Syktyvkar Elena Menshikova (now introducing herself as a volunteer of the Sofia charity foundation), sportswear seller Irina May, sister of singer Dmitry Malikov Inna and vocalist of “A-Studio” Katie Topuria, whose father is a thief in law Andro Sanodze, died of an overdose in prison in 2010.

A few years ago, Topuria was brought to the Surkovs by another regular participant in the gatherings - an opera singer and ex-State Duma deputy from United Russia. Maria Maksakova-Igenbergs, at that time living with an influential thief in law Vladimir Tyurin nicknamed Tyurik (Tyurik is on the international wanted list, and Spain is seeking his extradition).

Maria Maksakova
Now the diva is together with her new husband, a former communist deputy Denis Voronenkov, recently put on the federal wanted list, is hiding in Ukraine.

Judging by the photographs on Facebook, sometimes the girls were joined by the co-chairman of the central headquarters of the All-Russian Popular Front Stanislav Govorukhin, director Fedor Bondarchuk, Natasha Koroleva with Tarzan and Alexander Buinov, and entertained everyone with jokes Vladimir Vinokur.

According to local residents, the main enthusiast of its expansion was the founder of the Swan Lake NP, Nelly Rutskaya: “She constantly told them (Odintsovo administration) that the village was called “Swan Lake”, and instead of swans, sewage flows there,” the owner told the LRC correspondent one of the mansions.

Dammed Likova River
According to deputy Trishin, all the surrounding land, including the Surkovs’ personal pond, previously belonged to the All-Russian Research Institute for Selection and Seed Production of Vegetable Crops (VNIISSOK) and legumes and onions were grown on it.

In the mid-90s, the director of the institute, academician Viktor Pivovarov, decided to engage in housing construction and for this purpose took out multimillion-dollar loans from three banks. However, the hired workers stole construction materials, tools and equipment, setting up a sales point right nearby - on the Minsk highway.

Let the people rally behind the fence, and we will return to the Surkov estate, where the guests, tired of water attractions dress up in costumes from the era of Marie Antoinette.

Now the entire building is rented by OJSC Scientific and Production Enterprise Granit Center, which provides other services - informational - for the Moscow government and the Ministry of Defense.

Among the disabled, among the first in need of protection, were the mother and mother-in-law of the current presidential envoy to the Volga Federal District Mikhail Babich, the savior of the river Nelly Rutskaya, Natalya Rappoport, whose husband sold the reservoir to Dubovitskaya, as well as former Alfa-Development employee Sergei Arnautov and a certain Muscovite Irina Levitina.

It’s unlikely that the friends saved money on the plane, since they didn’t skimp on the hotel - One&Only The Palm in Dubai (room price per day is $2.5–3.5 thousand).

The same volunteer account contains several photographs from the ice cave of Chamonix and uncorked pink Dom Perignon champagne (price in France from €160, in Russia - from 30 thousand rubles), which was greeted to the Swan Lake regulars who came down from the mountains.

There is also entertainment in Russia: in Zalesye, Tver region, on the hunting grounds of the head of Alfa Bank Petra Avena The entire company flies every year by helicopter to catch chanterelles (mushrooms don’t grow in Gribovo). Waiting for them at the scene are Hummers and one of several existing Shaman all-terrain vehicles worth 5.9 million rubles.

The wife of the presidential assistant stole a river and flies with her friends - to pick mushrooms and to Dubai.

As the wife of Vladislav Surkov, Natalia Dubovitskaya received ownership of a river, the property of a center for the protection of the disabled, and flew with her friends on a helicopter to pick mushrooms in the Tver region and on a private plane to Dubai. These and other cases of the wife of the assistant to the President of the Russian Federation are in the March 8 investigation of the TsUR.

Possessions of Surkov and Dubovitskaya
