Reason: Resolution No. 652 of June 30, 2015 “On amendments to certain acts of the Government of the Russian Federation in terms of improving the rules for the organized transportation of groups of children by bus.”

Regarding the transportation of children in passenger vehicles, there have also been changes to the traffic rules: now child seats can only be installed in the rear seat. Accordingly, children under seven years of age can travel in passenger vehicles only in the back seat. At the same time, they must be fixed in a restraint device, which must correspond to the child’s parameters.

Technical inspection: innovations for 2017

According to the new law, now All vehicles must undergo technical inspection, regardless of purpose. Fine for lack of technical inspection will range from 500 to 800 rubles, but this is only for the first time.

Car rental by officials

Effective January 1, 2017.Until early 2017, officials could lease or rent cars with more than 200 hp. and costing more than 2.5 million rubles, but not with budget money. Tinting

Effective January 1, 2017. One of the most pressing issues for car owners is punishment for tinting. However, the government does not make concessions and does not soften its demands.   2. Second hit - a fine of 5,000 rubles.
  3. The third hit is deprivation of rights for a period of 2-6 months.

OSAGO policies in 2017

Regarding MTPL policies for 2017, it is immediately provided three innovations:

Effective January 1, 2017 a law requiring all insurance companies to provide their customers with the opportunity registration of MTPL policies in electronic form. This should significantly simplify the procedure for obtaining insurance and eliminate the usual imposition of various additional services.

If the insurance company does not provide such a service, it may incur a fine of 300,000 rubles. The bill is currently designed for 6 months.

If the situation with obtaining insurance does not improve during this period, the government promises to monopolize the entire system. This means that there will be one company that will specialize only in issuing MTPL policies. Other insurance companies will only be intermediaries between this company and car owners.

Reason: Federal Law of June 23, 2016 N 214-FZ “On Amendments to the Federal Law “On Compulsory Civil Liability Insurance of Vehicle Owners”.

ERA-GLONASS

Effective January 1, 2017. From 2017, the ERA-GLONASS system will become mandatory for all imported cars. This includes vehicles that must receive OTTP (vehicle type approval) after the beginning of 2017. If the deadline for receiving OTTP has passed, then installing ERA-GLONASS is not necessary.It is worth adding that the procedure for connecting a car to the system will cost the car owner a fairly large sum. This may lead to the refusal of foreign automobile concerns to supply cars to the Russian Federation.

In 2017, a law should come into force according to which legal entities may not pay car tax if the vehicle is less than 3 years old. Such a measure, according to Dmitry Medvedev, should solve two problems at once: force business owners to regularly update their vehicle fleet andincrease demand for domestic cars.

GOST for traffic police cameras

Effective June 1, 2017. The Federal Regulatory Agency has compiled a list of requirements that all technical visual surveillance equipment used by the traffic police must meet. Equipment for fixation can be magnetic, inductive, radar, piezoelectric, laser. Regardless of the type of equipment, it must meet the following requirements:

  1. The range of measured speeds should be 20-250 km/h;
  2. Recognition of vehicle license plates must be 90% accurate, regardless of the time of day and weather conditions;
  3. The image provided by the equipment must be of high quality and allow identifying distinctive marks on the vehicle.

Existing cameras that do not meet these requirements must be replaced by June 1, 2017. Additional cameras should be installed in high-risk areas and in areas where more than 3 accidents occurred within one year.

Fines for car tuning

In 2017, drivers will no longer be able to tune their car with impunity and add original accessories to it. Most vehicle reconstructions can cost the car owner a small fine - only 500 rubles. But it is worth noting violations that are fraught with major losses for the driver:

  1. Installation of red headlights on the front side of the vehicle - for such a violation the driver faces deprivation of his license for a period of 4-6 months;
  2. Installation of flashing lights and/or sound alarms – deprivation of rights for a period of one to one and a half years;
  3. Using a “disabled person” sign on the body of a car – a fine of 5,000 rubles;
  4. Use of color schemes of emergency services - deprivation of rights for a period of one to 1.5 years;
  5. Installation of taxi colorography - fine 5,000 rubles.

There are still violations for which the driver can get away with it fine 500 rubles:

  1. Use of additional fuel tanks;
  2. Dismantling and installation of gas equipment, changes in traffic regulations in 2017 add these works to the violations;
  3. Replacement of vehicle body type;
  4. Installation of winches and lifts on cargo vehicles;

Increasing the minimum wage

From July 1, 2017, the minimum wage (minimum wage) in Russia will be increased to 7,800 rubles. Previously, this figure was 7,500 rubles. — it was last raised on January 1, 2016. Over the next few years, it is planned to increase the minimum wage to the level of the living wage established in the country, which on average in Russia at the end of 2016 was 9,889 rubles.

According to the Labor Code of the Russian Federation, employers do not have the right to pay employees a monthly salary less than this level. The exception is when an employee works remotely or on a part-time basis.

However, the minimum wage is important not only for regulating wages, but also for determining the amount of temporary disability benefits, which are calculated taking into account this indicator. In addition, depending on the amount of the minimum wage, the amount of taxes, fees and some fines may change.

Changes in the housing and communal services sector

Prices for utilities will also increase in July. You will have to pay more for heating, hot and cold water, gas, electricity and sewerage. At the same time, both the increase in prices for each of these services separately and the rate of increase in prices for residents of different regions and even individual districts of large cities (primarily Moscow) will vary.

However, on average in Russia, utility bills will increase by about 4%. Such an increase is an annual measure and, as a rule, occurs in the middle of summer.

But in the Far East it will be possible to pay less for electricity. From July 1, tariffs in this region will be reduced to the level of the national average. This was achieved through the government’s introduction of special surcharges on the cost of electricity in certain price zones, which will be received by Far Eastern electricity supply companies.

Electronic sick leave and PTS

In Russia, electronic sick leave will begin to operate in July. Thus, the Social Insurance Fund, medical institutions and employers will be able to quickly access the data. The authenticity of the document will be ensured by enhanced electronic signatures.

There are no plans to abolish the paper version of certificates of incapacity for work - both versions of the document will remain in use. But in order to issue an electronic sick leave to a patient, you will first need to obtain his permission.

The Ministry of Labor expects that even in this format, eliminating paper forms can save the budget up to 12 million rubles.

In turn, from July the traffic police will completely refuse to issue paper versions of PTS. Now, using the document, it will be possible to find out not only all the information about the previous owners of the car, but also information about the repairs and maintenance completed, but the vehicle passport itself will be issued only in electronic form.

Traffic rules changes

Other innovations in the traffic rules include the entry into force of a ban on transporting children on buses manufactured more than 10 years ago. The resolution was supposed to come into force on January 1, 2017, but at the end of December last year this date was postponed to July 1, 2017.

Other requirements for a bus for transporting children include compliance with all technical requirements, the presence of a tachograph and GLONAS or GLONAS/GPS navigation systems.

But the validity period of the resolution, according to which the client, dissatisfied with the payment under compulsory motor liability insurance, had to first contact the insurance company and then go to court, on the contrary, expires on July 1. For now, anyone dissatisfied with payments received from insurance companies will be able to go to court directly.

Cars will become more affordable

The Ministry of Industry and Trade will launch several programs at once that should help Russians acquire their own vehicles. The “First Car” program, which provides a 10% discount when purchasing a passenger car, will be available to everyone who has not previously purchased their own vehicle. Families with two young children will be able to receive the same discount, but within the framework of the Family Car program. The cost of the car that potential program participants can choose is limited to 1.450 million rubles.

Special discounts also apply to entrepreneurs. For example, using the “Own Business”, “Russian Tractor” or “Russian Farmer” programs, representatives of small and medium-sized businesses, farmers, as well as anyone who plans to lease long-haul tractors, will be able to conclude a leasing agreement with a 12.5% ​​discount.

In total, the department will allocate 7.5 billion rubles for these purposes, but in case of great demand, this amount can be increased.

Under the control of the Presidential Administration

In addition, from July 1, a number of changes are planned in the work of government departments. So, from now on it should become easier to get a response from any of the government departments and institutions, as well as from local governments.

From this day on, a decree of the President of the Russian Federation comes into force, which obliges all such departments to submit a monthly report to the Presidential Administration on received appeals from citizens, as well as on measures taken as a result of their consideration. In addition, the Presidential Administration will monitor the progress of consideration of public initiatives posted on the Russian Public Initiative portal.

In addition, the Ministry of Finance will take over the functions of regulating the public procurement system, which were previously carried out by the Ministry of Economic Development. As a result, one agency will monitor the entire public procurement process, which is expected to simplify the chain of control and significantly reduce monitoring costs.

"World" for state employees

From July 1, all new employees of budgetary enterprises, as well as pensioners applying for a pension for the first time, will receive cards from the Mir payment system. It is planned that in a year, by July 1, 2018, Mir cards will be issued to all public sector employees.

Russian pensioners will be provided with these cards later - it is expected that the entire process of transition to Mir will be completed by July 1, 2020.

In addition, from July 1, it will be possible to use Mir cards in branches and ATMs of all Russian banks - credit institutions are required to complete work to ensure the acceptance of these cards in all their devices by this date.

Innovations affect millions of citizens. This includes the emergence of electronic sick leave, and the provision of discounts on the purchase of the first car, and an increase in the minimum wage. And the next stage of introducing Mir payment cards is beginning.

July 1 is, although not a red day of the calendar, but it is from the beginning of the second half of the year that a number of new tariffs, norms and rules are traditionally introduced in Russia. Some innovations will only be noticed by economists, while others will have to be adopted by all of us.

Those who are already accustomed to making an appointment with a doctor via the Internet and know what an electronic prescription is will probably want to take an electronic sick leave. However, this is the choice of each patient. The usual paper ballots also remain. As an experiment, the system has already been tested in six regions of Russia.

Most of the patient data is entered automatically, so there will be fewer errors. Anyone who has ever written out a duplicate of a paper sick leave knows that re-issuing it takes several days and a lot of nerves.

“1 million 600 thousand sick leaves were sent for re-issuance. Slightly less than five million man-hours per year are saved in time to replace these very hospital paper sheets,” notes Sergei Aleshchenko, Deputy Chairman of the Social Insurance Fund of the Russian Federation.

A virtual sick leave cannot be dented, lost or faked. The employer can see that an employee is sick immediately after the ballot is issued. Electronic certificates of incapacity for work should make life easier for both patients and doctors. A few mouse clicks instead of carefully filling it out manually.

Paper documents are gradually becoming a thing of the past: air tickets on the Internet, payments for housing and communal services online. Now you can pay everywhere with cards of the Russian national payment system “Mir”. More than eight million of them have already been issued and will be issued, first of all, to state employees and pensioners. The latter will not pay any fees for servicing new cards. Receiving "Peace" is not necessary. But then payments are only in cash. They promise to make the transition from other payment systems smooth.

“For those who receive salaries from the budget, starting from the first of July, these payments should be made to those who are just starting to receive this kind of salary, and those who are already receiving today on the cards of some other payment systems, the deadline for transferring to Mir cards will be set within one year until July 2018. For pensioners, this period is even longer,” explained Vladimir Komlev, General Director of NSPK JSC.

It will be possible to pay with cards of the domestic payment system abroad. Mir operates in partnership with payment systems of China, Japan, the popular MasterCard and a number of others.

“The Mir card is a completely Russian payment system, which was created, among other things, in response to sanctions from Western countries, it is fully provided with all Russian technologies, it is license independent, so it is completely safe, and can satisfy the needs of citizens to they were not afraid of any possible influences from outside,” explained Vladimir Komlev.

Another decision, which should make the movement of budget money transparent, also comes into force today. The government fulfilled Vladimir Putin's instructions. Regulate the entire public procurement system, i.e. The Russian Ministry of Finance will now monitor the targeted use of funds. According to experts, such centralization will strengthen control over customers. But it will become easier for businesses to get a government contract.

Another financial norm is that now there should be no salaries below 7,800 rubles. From July 1, the minimum wage - the minimum wage - will increase by 300 rubles. Employers, including those in the public sector, will have to pay their employees at least no less than this amount.

And good news for those who are planning to buy a new car. Starting today, a government order to allocate funds to stimulate car sales through preferential car loans and car leasing comes into force.

This means that the already existing state program, which provides discounts on new cars in exchange for scrapping old cars or on trade-in terms, will be expanded. It is expected that projects such as “Family car”, “First car”, “Own business”, “Russian tractor” and “Russian farmer” will be launched. For some of them, an additional discount may be a bonus.

The traditional increase in the minimum wage did not occur on January 1, 2017. But from July 1, 2017, the minimum wage will increase by 300 rubles. - from 7,500 rub. up to 7,800 rub.

A change in the minimum wage will not affect the amount of insurance premiums, since the law provides for only a one-time recalculation during the calendar year.

Electronic sick leave begins to operate

Temporary sick leave certificates are being replaced by electronic sick leave certificates, although they will not immediately replace paper forms. The process will happen gradually.

It is expected that electronic sick leave will be issued to patients with their written consent and certified by an enhanced qualified electronic signature.

Advantages of electronic sick leave:

  • interested parties will be able to track information about issued sick leave in an automated system, which will be under the control of the Federal Social Insurance Fund of Russia;
  • employers will be provided with data on sick leave of citizens employed by them, and the Social Insurance Fund and medical institutions will also have access to the database;
  • certificates of incapacity for work are almost impossible to fake;
  • For employers, the risk of being fined for accepting pay slips that do not meet the requirements of the Social Insurance Fund is reduced to zero.

In the near future, the Ministry of Health will decide on the form and sample for filling out an electronic sick leave.

Personal data will have to be processed with special care due to a significant increase in fines

We previously wrote that the law expands the list of offenses in the field of personal data protection. Now there will be seven of them, each violation will result in a fine. Moreover, the maximum monetary penalty is provided for the processing of personal data without the consent of their subject - up to 75,000 rubles.

Amendments to part-time work, overtime pay and work on weekends and holidays

Basis - Federal Law of June 18, 2017 No. 125-FZ (amends Articles 93, 101, 108, 152 and 153 of the Labor Code)

It is important for employers to know that the law:

  • Establishes the possibility of reducing the duration of daily work (shift) by a certain number of working hours while simultaneously reducing the number of working days per week.
  • Explains when an employee working on a part-time basis can have an irregular working day: only if the agreement of the parties establishes a part-time working week, but with a full working day (shift).
  • Clarifies that if the duration of daily work (shift) established for an employee does not exceed four hours, he may not be provided with a break for rest and food.
  • Specifies the procedure for paying overtime work: when calculating overtime hours, work on weekends and non-working holidays performed in excess of normal working hours is not taken into account.
  • Clarifies that part-time working hours can be established either without a time limit or for any period agreed upon by the parties. At the same time, dividing the working day into parts is also allowed.
  • Gives an understanding of the procedure for remuneration on weekends and non-working holidays. Increased payment is made to all employees for hours actually worked on a weekend or non-working holiday. If part of the working day (shift) falls on a weekend or non-working holiday, the hours actually worked on that day (from 0 hours to 24 hours) are paid at an increased rate.
  • Indicates that in cases where the employer is obliged, at the request of the employee, to establish part-time working hours, it should be established for a period convenient for the employee, but no more than for the period of relevant circumstances. In this case, the regime of working time and rest time is determined in accordance with the wishes of the employee, taking into account the production (work) conditions of the given employer.
  • Introduces the obligation to establish part-time work at the request of a pregnant woman, one of the parents (guardian, custodian) of a child under 14 years of age (disabled child under 18 years of age), as well as a person caring for a sick family member. In this case, part-time working time is established no more than for the period of existence of the specified circumstances.

20 regions are already participating in the project, and it should be completed in 2019.

According to the new rules, the following will have to work: the Republic of Adygea, the Altai Republic, the Republic of Buryatia, the Republic of Kalmykia, Altai Territory, Primorsky Territory, Amur Region, Vologda Region, Magadan Region, Omsk Region, Oryol Region, Tomsk Region, Jewish Autonomous Region.

According to the innovations, policyholders must send all documents for temporary disability benefits directly to the Social Insurance Fund. Employers will still have to pay their employees for the first three days of illness, with exceptions in cases where the benefit is paid entirely from the budget.

The Direct Payments project frees policyholders from the functions of calculating benefits. It ensures the correct calculation of benefits for insured citizens, frees them from dependence on the employer and minimizes conflict situations with him, and provides an independent choice of how to receive benefits - to a bank account or by postal transfer.

For the Social Insurance Fund, this is the ability to control all paid certificates of incapacity for work, the transition to an electronic certificate of incapacity for work, reducing cases of insurance fraud, and optimizing costs.
